1.3 项目背景 Project Background
深圳北站商务中心区位于深港发展中轴上，是深圳未来的新中心区，也是深圳市重点发展片区之一，担负着引领经济转型、促进城市功能和社会水平全面提升的使命。未来，片区将集聚世界级企业，吸引全球人才，力求打造国际化的环境品质和城市形象。16街坊紧邻北站东广场，是北站商务中心区最标志性的门户地区，高标准高水平的落实片区规划建设对树立新一代世界级商务中心区的标杆形象、引导北站商务中心区的有序开发具有重大意义。
Located in the Shenzhen-Hong Kong development axis，Shenzhen North Station Business Center is Shenzhen’s new central area, as well as one of the key development area that will be responsible for the economic restructure and promotion of urban functions and social level. In the future, it will gather world-class enterprises attracting global talents, and strive to build an international quality environment and image of the city. Close to the North Station East Plaza, Block 16 is the supercity gateway of the North Station Business Center, so high-standard planning and construction is very significant for the benchmark image of a new world -class business center , as well as for the orderly development of the North Station Business Center.
按照以上工作目标，需开展深圳北站商务中心区超级城市门户地区城市设计暨标志性建筑概念建筑方案设计竞赛，诚邀具备中心区城市设计或超高层建筑建筑设计经验的建筑设计机构为片区建设出谋划策，借鉴学习国内外各大商业中心区建设的先进经验，面向全球征集最具创意与国际视野的建筑设计方案，高水平高标准落实北站商务中心区门户地区标志性建筑规划建设，打造深圳北站商务中心区的新名片。
Therefore，it is necessary to organize the Competition for the Urban Design of Shenzhen North Station CBD & Architecture Conceptual Design of Landmark Building(s), inviting the experienced architects to mastermind the area’s construction and make use of the experience of advanced design from domestic and overseas. It will be a public competition to gather the world’s most creative architectural design, to design and construct North Station Business Center with high standards, in order to create an iconic commercial center for Shenzhen North Station.
1.4 竞赛目的 Competition Purpose
本次竞赛是在现有城市设计整合的基础上，征集与深圳北中心相匹配的城市空间形象和标志性地块建筑设计方案，为该片区的土地出让、建筑设计提供科学合理依据。
Based on the integration of the existing urban design, the competition is to collect urban and architectural designs that match the image of North Station CBD, as well as to provide a scientific and rational basis for the land leasing and architectural design.
二、竞赛规则 Competition Rules
本次竞赛工作分为两个阶段进行：第一阶段为公开报名及资格预审阶段；第二阶段为设计竞赛阶段。
The competition will be undertaken by 2 stages: Stage 1 Application &Prequalification, Stage 2 Scheme Design& Review.
2.1 第一阶段-报名及资格预审 Stage 1 Application &Prequalification
2.1.1 竞赛方式及报名条件 Application
1）本次竞赛采用公开报名的方式，境内外具有相关设计经验的独立注册的设计机构均可报名参加。允许联合体报名，联合体成员不得超过三家，联合体各方不得再单独以自己名义，或者与另外的设计机构组成联合体参加此次竞赛。不接受个人及个人组合的报名；
The competition will be open to the public and those independent registered companies who have relevant design experiences can register for it. Joint design participation is allowed with no more than 3 group members. No individual application or individual combination is accepted.
2）有类似设计（中心区城市设计或超高层建筑设计）经验的团队将优先考虑；
Applicants with similar experiences in urban design for central district or high-rise building design will be given priority.
3）参与本次咨询活动的规划设计人员应为该设计机构的在册人员，首席设计师须由主持过多个同类型项目的人员担任，且必须直接参与竞赛全过程。为了保证项目规划设计人员对中国地区背景和相关要求的准确理解，项目规划设计人员中应至少有一名通晓汉语的人士；
Designers participating in this competition must be registered personnel of the firm. The chief designer must be those who have presided over several similar projects, and must be involved in the entire design. In order to make sure that the project designers have a correct understanding of the background of China and relevant requirements, it should also involve at least 1 teammate with proficient Chinese language skills.
4）报名的设计单位根据竞赛文件要求提供资格预审材料。
The applicants should submit the prequalification documents in accordance with the competition file.
2.1.2 资格预审 Prequalification Review
主办方将依法组建资格预审委员会，由资格预审委员会对报名单位的公司资格、业绩、拟投入项目的团队、工作方案等资格预审文件（详见三、资格预审文件的组成）进行评选，评选出5家入围的参赛单位进入第二阶段的设计竞赛阶段。同时再评选出2家备选参赛单位（须排序），如前5家入围的参赛单位退出第二阶段竞赛的，则备选参赛单位依序替补。
The organizer will set up the prequalification review jury accordingly and the jury will review on the applicants’ company qualifications, achievements, design team, work program and etc. And they will select 5 namelisted competitors for Stage 2 and 2 alternatives in order who will enter the competition by order if any of the 5 competitors quit.
2.1.3 5家入围参赛单位应按时提交《参赛确认函》。已报名未入围的且符合报名要求的设计单位, 如愿自愿参赛（无设计补偿费），可在预审公告发布后3日内向业主提交正式的《参赛确认函》，以确认参赛。 自愿参赛的设计单位取得主办方确认后仍可参加下一阶段竞赛，并在评审过程中采用一致的评审方式。
The 5 competitors will submit the Participation Confirmation Letter on time. Other qualified applicants could still participate in the competition by submitting the Participation Confirmation Letter 3 days after the notice of the prequalification result and they will be treated the same in the scheme review.
2.1.4 若递交《参赛确认函》的参赛单位因非不可抗力因素中途退出或最终放弃参赛，主办方有权在今后拒绝该参赛单位参加主办方其他任何建设项目的竞赛。
After submitting the Participation Confirmation Letter, if any competitor has withdrawn eventually due to non-force majeure, the organizers have the right to refuse their participation in any other project.
2.2 第二阶段－设计竞赛阶段 Stage 2 Scheme Design& Review
2.2.1 参赛单位提交符合设计任务书要求的成果文件，由方案评审委员会采用记名投票法进行评审，选出排序的前二名，并对这二名参赛单位的方案提出优化意见。
All the competitors should submit the deliverables according to the design brief. And the scheme review jury will select the top 2 winners and provide advice for optimization.
2.2.2 第一名为优胜单位，将负责竞赛后的城市设计整合工作，须集各竞标方案所长，组织开展不少于3次的工作坊，形成各方认可的设计方案，并转化成地块招拍挂出让控制导则。第二名获奖单位须派主创设计师参加第一名优胜单位开展的成果整合工作坊（至少3次），配合完成该竞赛的成果整合。
The 1st prize winner should complete the urban design integration work, gathering all the good points of each deliverable through more than 3 workshop meetings. And the final design scheme should be approved by all related parties and becomes urban design guidelines for the land development. The 2nd prize winner should coordinate with the 1st prize winner to complete the urban design integration work and the chief designer should participate in at least 3 workshop meetings held by the 1st prize winner.
2.2.3 每家参赛单位只允许提交一份设计成果。
Each competitor can submit one scheme only.
三、资格预审文件的组成 Prequalification Requirements
3.1资格预审文件的组成 Prequalification Document：
1）报名表（详见附件1）；

2）设计机构简介
Company profile
3）有效的营业执照（或商业登记证明）复印件；
Business license (Duplicate； affixed with company seal)；
4）企业资质证明文件或获奖文件（复印件，加盖公章）（如有）；
Qualification certifications or professional awards (Duplicate； affixed with company seal)；
5） 报名单位、主创设计师近五年类似项目证明文件（类似项目不超过5个），并提供以下证明材料：
Information on similar projects(no more than 5) of the company and the chief designer shall include:
a) 优胜奖通知书或设计合同盖章签字页复印件；
Photocopy of the Bid Winning Notification Letter or the stamped page of the design contract
b) 设计作品的相关照片或效果图；
As-built photos of the completed projects and renderings of the projects under construction
c) 设计作品的委托方的有效办公电话及联系人等相关证明材料。
Valid contact of the project clients
6）本项目主创设计师及设计团队情况介绍，需提供：主创设计师及设计团队人员简介、个人职业资质证明文件；
Provide a profile of the design team and chief designer for the project. Provide necessary qualification documents of each team member
7）工作方案：如获胜以后拟参与本项目设计的团队人员名单、团队合作模式及设计周期等工作安排；
Work program: provide a team member list, team cooperation model and design period and other work arrangements if winning the competition ；
8）法人代表证明、法人代表授权委托书（原件，加盖公章或签字）、委托人身份证（复印件，加盖公章）；
Certification of legal representative, and power of attorney from legal representative(Original； affixed with company seal), and ID card of the authorized person (Duplicate； affixed with company seal)；
9）以设计联合体名义报名的应提交所有联合体设计机构共同签署的“设计联合体协议书”（详见附件2），并明确牵头设计的主体单位（正本，加盖公章）；
Joint design group should submit the Joint Design Agreement jointly signed by all the members, and specify the leading party (Original； affixed with company seal)；
10）其他参赛单位认为有必要提供的材料；
Other information that is deemed helpful by the design firms.
☆参赛申请人如为联合体，成员单位需分别提供上述资料、填写报名表；以上所有资料均需加盖单位公章或签字。
For the joint design group, members should submit the above information separately. All the information should be signed and stamped.
3.2 资格预审文件的编制 Edition of Prequalification Documents
1) 以上的内容装订成册，并列目录。文本A4尺寸，一式5套，加盖公章；
All the contents mentioned above should be bound with a catalog, A4 size, 5 copies with official stamp on.
2)以上文件的电子文档拷贝到U盘并与文本一并提交。；同时发送到competition@ehow.net.cn；
All the contents mentioned should burned into a memory stick and submitted with the booklets, and sent to competition@ehow.net.cn.
3）提交的文件应遵循环保原则，避免过度包装，文本页数不得超过50页（含双面打印）。
The deliverable should follow the principle of environmental protection and avoid excessive packaging, no more than 50 pages.
参赛单位须将上述要求的资料于2017年6月2日15:00点前送往深圳市龙华区玉龙路玉龙学校生活楼三楼深圳北站商务中心区规划建设指挥部办公室，收件人：温小姐 联系电话：13760133656。主办单位在提交截止时间以后收到的资格预审文件，将被拒绝并退回给申请人。
The applicants should submit the above material to : The Planning and Construction Bureau of Shenzhen North Station CBD， receiver： Daisy， tel：13760133656.
The overdue deliverables will be returned.
四、竞赛日程安排（待定）Competition Agenda
☆ 所有时间均以北京时间为准，主办方保留调整日程安排的权利。
All the time mentioned is Beijing time. The organizer preserves the right to adjust the schedule.
五、资格预审原则／细则 Prequalification Review Principles/Rules
5.1 主办方依法组建资格预审委员会，成员由4名国内外著名专家学者（专业为城市规划、建筑设计等）及1名主办方代表组成。
The organizers will set up the prequalification jury accordingly. It will be made up by 4 well-known experts and 1client representative.
5.2 资格预审委员会由评审主席主持评审工作，评审主席通过推举产生，在评审中与其他成员有同等表决权；具体评审细则由资格预审委员会确定。
The chairman of the jury will chair the review and share the same right as the other jurors. Detailed review rules will be decided by the jurors.
5.3 资格预审原则 Prequalification Review Principles
本次资格预审将按以下原则进行评审：

5.4资格预审办法 Prequalification Review Method
使用记名投票的方法，选出5家入围的参赛单位，同时再评选出2家备选参赛单位（须排序），如前5家入围的参赛单位退出第二阶段竞赛的，则备选参赛单位依序替补。
Use open votes to select 5 competitors to enter STAGE 2 as well as 2 alternatives who will enter the competition by order if any of the 5 competitors quit.
六、方案评审原则／细则 Scheme Review Principles/Rules
6.1主办方依法组建方案评审委员会，成员由5名国内外著名专家学者（专业为城市规划、建筑设计等）及2名主办方代表组成。方案评审委员会由评审主席主持评审工作。在评审中与其他成员有同等表决权；具体评审细则由方案评审委员会确定。
The organizers will set up the scheme review jury accordingly. It will be made up by 5 well-known experts and 2 client representatives. And the chairman of the jury will chair the review and share the same right as the other jurors. Detailed review rules will be decided by the jurors.
6.2本轮竞赛采用明标的方式进行评审，即参赛单位进行现场汇报（须由参赛单位的主创设计师汇报方案并回答评委的疑问，具体汇报细节要求届时将统一通知）。评审过程中发现的问题和产生的纠纷，由评委会讨论并由评委会主席裁决。
All the competitors will give a presentation on their schemes and answer questions of the jurors. Any problems and disputes arising during the review will be discussed by the jury and verdict by the chairman.
6.3 设计成果要求 Deliverables
6.3.1设计成果必须符合中华人民共和国、广东省及深圳市有关城市规划与城市设计规章和规范性文件的规定要求，满足竞赛文件的要求，内容表达必须做到完整、清晰、准确。
The deliverable must meet the requirements of the urban planning and urban design regulations and regulatory documents of the People’s Republic of China, Guangdong Province and Shenzhen City as well as the competition file. The content must be complete, clear and accurate.
6.3.2设计成果必须经参赛单位或设计联合体签章方为有效。参赛单位应在一份完整的设计成果正本文件的封底背后右下角标明设计机构名称，由设计机构盖章，并单独封装。
The deliverable should be officially signed and stamped on the bottom right corner on the back of the booklet.
6.3.3所有设计成果（详见“设计任务书”的设计成果要求）必须按时一次交齐，并由承办单位出具回执。
The required deliverable should be submitted in one time and the organizer will issue a receipt.
6.3.4 所有设计成果须在规定截止时间前送至或邮至主办单位指定地点（具体地点将另行通知）。
The deliverables should be due on time and the specific place will be noted ahead.
6.4 方案评审办法：方案评审专家委员会采用逐轮淘汰的记名投票法，专家充分讨论，投票选出排序的前二名。
Scheme review method： Scheme review jurors will fully discuss all the deliverables and decide the top 2 winners through open vote.
七、奖金及有关费用 Bonus & Compensation
7.1 奖金 Bonus
凡获得前二名的设计单位，将获得如下优胜奖金：
The top 2 competitors will get certain bonus:
第一名将获得奖金150万元人民币。此费用含竞赛后的城市设计整合工作。整合应须集各竞标方案所长，组织开展不少于3次的工作坊，形成各方认可的设计方案，并转化成地块城市设计导则。成果需达到设计导则的深度要求，并需获得主办单位的确认。
The 1st prize winner will get RMB1,500,000 as bonus. And the fee includes the urban design integration work. Integration should gather all the good points of each deliverable through more than 3 workshop meetings. And the final design scheme should be approved by all related parties and becomes urban design guidelines for future land development. The result should meet the depth requirements of the design guidelines and approved by the clients and the organizers.
第二名将获得奖金50万元人民币。此费用含该竞赛成果整合的配合工作。该优胜单位须派主创设计师参加第一名优胜单位开展的成果整合工作坊（至少3次），配合完成该竞赛的成果整合。
The 2nd prize winner will get RMB500,000 as bonus. And the fee includes the coordination with the 1st prize winner to complete the urban design integration work. The chief designer should participate in at least 3 workshop meetings held by the 1st prize winner.
7.2 设计补偿费 Compensation
5家入围参赛单位在提交符合竞赛文件要求的成果后，将分别获得40万元人民币设计补偿费。除5家入围的参赛单位以外，自愿参赛的单位没有设计补偿费，自愿参赛的单位如进入前二名可获得相应奖金。
After submitting the qualified deliverables, the 5 competitors each will get RMB400,000. Those voluntary participants won’t get any compensation and they will get certain bonus if they enter top 2.
7.3 奖金及有关费用的支付 Payment
本次竞赛的奖金及设计补偿费均以人民币支付，所获奖金和设计补偿费等产生的任何税金由参赛单位自理，须提供符合主办方要求的中国国内完税发票。相关费用在最终竞赛结果公示结束后开始办理支付手续。
Bonus and compensation start to be paid by RMB after the notice of the winner. The fee includes taxes and the competitors should provide China’s duty-paid invoice.
国外设计机构若无法使用本机构帐户收取人民币的，须与主办方签订三方支付协议并授权国内合法独立法人代收款项，因此产生的税费由设计单位自行负责。
Foreign firms can authorize a local independent legal entity to receive the payments on their behalf if they cannot receive RMB on their corporate account，therefore, the correlative tax shall be responsible by the foreign firms themselves。
7.4 其他 Others
参赛单位参加本次竞赛的所有费用（含差旅住宿费）均自行承担。
All related expenses such as the travelling expense will be covered by the participants themselves.
如方案评审委员会认为参赛单位提交的成果文件未达到本次竞赛设计工作深度及要求的，主办方将不予支付其设计补偿费。
If the jury considers that the deliverables submitted don’t meet the depth and requirements of the competition file, the clients or organizers won’t pay any compensation fee.
