观澜河生态文化走廊规划设计国际咨询公告

Notice for the International Design Competition for
the Urban Planning of Guanlan River Eco-Cultural Corridor


一、项目背景 Project Background


龙华新区地处深圳市中北部,东临龙岗,西接宝安、南山、光明,南连福田,北至东莞,总面积175.58平方公里,由民治、龙华、观澜、大浪四个办事处组成。
Located north of the central Shenzhen, west of Longgang, east of Baoan, Nanshan and Guangming, north of Futian and south of Dongguan, Longhua District includes four local council offices, Minzhi, Longhua, Guanlan and Dalang,with a total area 175.58 square kilometers.

观澜河位于龙华新区中部,其流域自南往北流经民治、龙华,大浪及观澜,是龙华新区的母亲河。随着经济的快速发展及大量产业及人口的集聚,巨大的环境压力造成了河流水质的严重污染,水量下降等问题,河流的治理及生态环境的恢复成为难题。
Located in the central district area, Guanlan River flows from south to north via Minzhi, Longhua, Dalang and Guanlan, as the mother river of Longhua District. However, the rapid economic growth and increase of the population have polluted the river. And the restoration of the river and the eco environment has become the major issue.

随着龙华新区的成立,在新体制、新机制、新优势的发展条件下,新区提出了建设“两区一城”,打造“一中轴九片区”的发展战略。
The establishment of Longhua district, along with the new strategic planning system, has proposed a vision towards “TWO DISTRICTS, ONE CITY” and “NINE AREAS WITH ONE AXIS”.

因应龙华新区行政体系调整、产业功能整合、新的发展定位确立,现龙华新区管委会组织开展观澜河生态文化走廊概念规划国际咨询工作,希望以国际视野和创新理念积极谋划观澜河沿岸的发展蓝图,以此带动观澜河沿岸的城市功能转型和城市空间品质的提升。
As a response to the adjustment of the Longhua district administration system, integration of the industrial functions and establishment of the new development direction, an international design competition is jointly organized by the Longhua District Administrative Committee. The competition is to develop a future for Guanlan riverfront, with an international vision and innovative ideas, which will lead a transformation of the urban functions and improvement of the urban space.

二、规划范围 Planning Scope

本次咨询范围包括两个层次,一是对观澜河干流两岸约500-1000米范围内开展沿线概念方案设计,总面积约23.7平方公里;二是在第一层次研究范围内选择重点地区进行城市设计,总面积不小于5平方公里。
The planning scope includes two levels. Level 1 is to provide a conceptual masterplan along the vicinity of Guanlan River within 500-1000 meters, with a total area of about 23.7 square kilometers. Level 2 is to select the major areas within the research area of Level 1, and then provide relevant urban design schemes on these areas, with a total area of more than 5 square kilometers.

三、咨询方式及规则 Means and Rules

3.1 本次咨询将向全球发布竞赛公告,所有报名单位或联合体需根据咨询文件要求,提交相应的报名材料。
The competition is open to the world. All the applicants should submit the required material according to the document.

3.2 咨询工作分三个阶段进行,第一阶段-资格预审阶段,采取公开报名、资格预审的方式,政府规划主管部门将组织评审委员会对报名单位的公司业绩、设计团队构成等情况进行评选,最终确定8家设计单位入围参加第二阶段竞赛,选出2家备选设计单位,如入围的设计单位退出,则备选单位依序替补;未入围设计单位不允许参加后续的设计竞赛。
The competition will be undertaken by 3 stages. Stage Ⅰ for qualification review: By the way of open registration and qualification review, the governing department will organize the jury to review on the company achievements of the applicants, composition of the team and etc. Finally, 8 bidders will be selected to enter Stage Ⅱ and 2 other alternatives will be picked up in case any of the bidders quit, they can take their place in order. Those who haven’t been selected can’t participate in the competition.

3.3 第二阶段-总体概念规划设计阶段,8家入围单位按要求提交本项目的总体概念规划及进行详细城市设计的重点地区划分说明,由评审委员会经过排序评选出前5家优胜单位进入第三阶段竞赛;
Stage Ⅱ for the conceptual master plan design: The 8 bidders will submit a scheme of conceptual masterplan and defining of the major areas for detailed urban design. By ranking their schemes in order, the jury will select the top 5 bidders to enter Stage Ⅲ.

3.4 第三阶段-重点地区城市设计阶段,5家优胜单位按要求提交重点地区的城市设计,政府主管部门将组织评审委员会进行评选,将结合第二阶段的评审结果(即第二阶段评审结果占30%,第三阶段评审结果占70%)评选出第一、二、三名。
Stage Ⅲ for the urban design of the major areas: The 5 bidders will submit an urban design scheme on the major areas. Then the governing department will organize the jury to select the top 3 winners by combining the review results of StageⅡ( that’s review results of StageⅡtakes 30%, while Stage Ⅲ takes 70%).

3.5 已报名的设计单位不可再和其他设计单位组成联合体参加竞赛,也不得以顾问的形式参加竞赛。
Those who have signed up can’t participate with another company or work as consultant.

3.6 每家参赛设计机构只允许提交一份设计成果。
Each participant can submit one scheme only.

四、报名条件及报名文件 Registration Requirements and Submittals

详见资格预审文件。Pease see the qualification review document for details.

五、奖金及设计补偿费 Bonus and Compensations

5.1 入围第二阶段的8家设计单位提交的设计成果符合咨询文件要求的,经过评审进入第三阶段的5家优胜单位每家将获得人民币30万元的设计补偿费,其余3家单位每家将获得人民币15万元的设计补偿费。
For the 8 bidders who enter StageⅡ, 5 of them who enter Stage Ⅲ will each get RMB300,000 as compensation, while the other 3 will each get RMB150,000.


5.2 5家优胜单位提交的设计成果符合咨询文件要求的,经过第三阶段的评审,将按以下排名另获得相应奖金;
After the review of Stage Ⅲ, the 5 bidders will get corresponding bonus according to their ranking order, if their submittals meet the requirements of the competition file;

第一名人民币120万元 The 1st Prize Winner: RMB1, 200,000

第二名人民币70万元 The 2nd Prize Winner: RMB700, 000

第三名人民币40万元 The 3rd Prize Winner: RMB400, 000

其余两名每名人民币20万元 The other two will each get RMB200, 000.
