The Introduction of the International Consultation for the Urban Design of Shenzhen Guangming New Town Centre
缘起
Proposal
深圳市为建设国际化城市，实现特区内外一体化目标，将依托特区外重点片区的开发建设，培育打造多个城市发展辐射极，有效吸纳特区功能的延伸，充分发挥其对整体城市质量的提升带动作用。
To be constructed as an internationalized city and to realize the regional integration, Shenzhen will develop the sub-centres as the urban extension based on the existing periphery area in order to improve the urban quality of the whole city.
光明新城位于深圳市西北部，是以高新技术产业、现代先进制造业和生态休闲为主要功能的生态型现代化新城。光明新城中心区，也是深圳市西部高新组团城市主中心。为提高规划建设水平，深圳市规划局为此举办深圳市宝安光明中心区城市设计国际咨询。
The Guangming New Town is located in the northwest part of Shenzhen municipal area. It is proposed to be a modern ecological new town which depends on the high-tech industries, advanced modern manufacturing and eco-recreation. The central area of Guangming New Town will be the main centre of west Shenzhen urban area. For improving the level of urban planning and construction, Shenzhen Municipal Planning Bureau holds the International Consultation for the urban design of Shenzhen Baoan Guangming New Town centre.
通过此次咨询，借鉴国内外的先进经验，拓展规划设计思路，从开始规划设计阶段就有一个高起点，为下一阶段规划实施提供技术支撑，并落实到法定规划之中。在获取高质量的城市设计成果的同时，希望借此机会反思深圳和中国近年来城市规划和新城建设的经验与教训，提高城市设计的理论水平和实践能力。
Through the consultation, we expect to provide the technical support for the next stage of realization and policy-making by the learning of advanced experiences and the exploration of the new planning/design approaches. On one hand we try to carry out the high-leveled urban design results, and on the other hand it will be an opportunity to rethink the experiences and lessons from the urban development in Shenzhen and other Chinese cities during recent years so as to enhance both the theoretical level and the practical ability of urban design.
本次国际咨询活动采取方案竞赛与学术研究、研讨会相结合的方式。
The international consultation will be in the way of the combination of the design competition, the academic research studio and the seminar.
设计竞赛
Design Competition
光明新城中心区城市设计方案竞赛兼顾创新和可实施性，分两个阶段进行。首先从来自世界各地的七十家报名的设计单位选择五家进行概念性方案设计，从中评选出三家优秀方案分别与本地的三家规划设计单位进行深化阶段的合作设计，最终评审出优胜方案。
The purpose of the competition for the Urban Design of Guangming New Town Centre is to balance the creativity and the practicability. It will be divided into two stages. First, five international design offices are chosen from the registered 70 offices to join the conceptual design. Later on, the three excellent projects will be selected for the development design stage by collaboration with three local urban planning/design offices. The winning project will be selected as the final result of the second stage.
学术研究
Research Studio
学术研究由美国麻省理工学院、香港大学、清华大学、华南理工大学和深圳大学等院校共同进行，尝试从反思现代主义城市理论以及当代中国城市建设快速过程，通过对光明地区和深圳市区的实地考察，进而提出应对当前中国城市化进程之下的光明新城规划实践的对策和思路。本次学术研究邀请美国麻省理工学院建筑系主任张永和先生担任牵头人。
The parallel academic research studio focus on this project will be held in MIT, Hong Kong University, Tsinghua University, South China University of Technology and Shenzhen University. Starting from the site survey in Guangming area and Shenzhen city, the aim of the research is to raise the strategies and the approaches for the Guangming New Town planning practice during the existing process of Chinese urbanization by rethinking about the modernist urban theory and the high-speed urban construction in China nowadays. The research organizer is Mr. Zhang Yonghe, the dean of Architecture Faculty, MIT.

Seminar
研讨会将在方案竞赛和学术研究两个线索的互动过程中展开，由方案竞赛的设计师、学术研究的院校师生、评审委员、本地规划技术支持单位、深圳市及光明地区相关部门、特邀的专家学者和各界人士共同参与讨论。通过媒体和即将建设的网上工作平台和论坛，期望引发更加广泛和持续的关注和讨论
The seminars will be organized during the interactive procedure between the design competition and the research studio. The participants will be the designers from the urban planning/design offices joined the competition, the teachers and students from the research studios, the jury of the competition, the local urban planning offices, the local municipal governments of Shenzhen city and Guangming area, the invited experts and scholars, and others who are interested in this project. By the attention from the media and the under-constructed website, we hope that the seminar will cause the further and the continuous discussion.

籍由深圳市举办光明新城中心城市设计国际招投标的机会，深圳市规划局和北京一和研发中心将与此同时联合组织一系列研究项目和设计/咨询研讨会，以期在对深圳的城市状况和规划中的光明新城进行研究的同时就城市问题展开深入的讨论。作为系列研讨会的开端，“深圳光明新城中心区城市设计”国际咨询研讨会预期将为地方政府就深圳市及光明新城的未来发展提供有益的建议和展望。
Due to the international competition of Shenzhen Guangming New Town Centre urban design project, a series of research workshops and design/consulting seminars will be held by Shenzhen Municipal Planning Bureau and Beijing Ehow Research Centre parallel to the competition so as to deeply discuss the urban questions based on the review of the urban condition in Shenzhen and the perspective the proposed Guangming New Town. As the first one of series seminars, the International Consulting Seminar for “The Urban Design of Shenzhen Guangming New Town Centre” is proposed to provide the suggestions or envisions of the further development for both Shenzhen city and Guangming New Town to the local municipality.

1. To discuss the tendency and the problem of modern Chinese city originated by the rethinking of the urban development in Shenzhen against the background of the Pearl River Delta urban agglomeration;
